Hi (sorry in advance for the English)

I am not sure if this is the correct place to post this so forgive me if it is incorrect.

The local kommun is building a "wet lands" area approx. 200 metres from my property on a site that currently has a small amount of water as it is an old creek. I am not happy about this because of the obvious increase in mosquitos that this will bring for me in the summer.

The claim that it is for "nature" and also as a natural purification filter for storm water, but the field is already full of rabbits hedgehogs foxes we have several birds of prey also.

I digress.

I want to know where I stand legally on this issue, because I do not want this "pond" building in the middle of a field close to my house, standing water is a hazard enough and had i known that this was in the planning i would not have build my house here (12 months completed October 2020).

Is there anything I can do to oppose this?

When looking at Naturvårdsverkets homepage, it seems like this is a project between kommun naturvårdsverket and sgu. They offers support to the communes that wants to take part in the wetlandsproject and how to apply for it.

When there are three heavy departments working together in a project, Id say it's very difficult/impossible to make them stop.

Have you tried sending a mail to your kommun, they should answer you at least.

What stage of planning are they at? I’m guessing that you will have sn uphill battle no matter what, but there are planning requirements for changing the landscape or most changes that have anything to do with water.

Here is a link (in Swedish, so Google translate may be needed) on the process on getting permits for changing wetlands and the like: https://www.lansstyrelsen.se/stockholm/miljo-och-vatten/vattenverksamhet.html

We have a planning meeting in a week the projected time to start is October so time is against me but form what I understand this may just be a futile attempt to stop something that cannot be stopped.

I am not sure how the rest of the neighbouring houses feel as they will be just as affected by this, but I wanted to thank you for your input.

I was hoping that perhaps there was a legal way of me objecting as this will change my out laying view of the land but the biggest objection I have is the increase of mosquitos - I'll put on my best English arguing hat and see what I can do.

Thanks for the advice.

Typically you can appeal every governmental decision, including the ones made by the kommun. But there is a timing factor.

Smell and mosquitoes are potentially a "sanitär olägenhet" and therefore not allowed. The challenge with this legal path is to show significant negative impact on human health and also that the problem is caused by the new wetlands. The kommun is responsible to investigate such matters. Legal framework:
