But are you certain that the plan only allows 1 building? Usually some kind of complement building is allowed, atleast one for storage,
I can have many complimentary buildings. But I can only have 1 "main building" and if you do not have a main building then you cannot have any of the complimentary buildings. I.e. you cannot just build an atterfallhus and not have a larger house on the block.

This is standard rules!, but the fact that you can have mlre than 1 building in total makes for alot easier when you build your big house, then your small house will be marked as complementary as soon as the big ones is finished!,LeviF skrev:

60 kvm is often allowed!
Even if the goal is a cheap building, i might be roughly the same cost to build a little bigger!

These are the rules for my tomt, they are pretty standard:
Main house < 130m2 (1 plan, 3.5m building height)
Garrage < 50m2
Attefall < 25m2
Shed < 15m2

then the detaljplan only allows for house + garage because friggebod and attefallare can be build on top off what the detaljplan allows.
If you first build a small house (25m2) with building permission, then it is not an attefallare. It is only an attefallare if you build it without buildingpermission beside a house. The same applies to the shed. It is possible the municipality is flexible and will aggree to 'transform' the small house to an attefallare when you build the main house, but I don't think there is a garantee.

I agree. In the end I will have to get building permission to build the small house first, and get an occupancy permit for it. So during that process I will be sure to confirm that the commune will allow me to "transform" the small house into an atterfallhus. But all the good responses here are very useful! The best would be if we somehow managed to find someone who had already done it, and get their advice.
Then you need to change the function from house to garage when you apply for the permit for the big house. It should be possible. But it will be an expensive garage if you insulate it, install heating, build toilet/kitchen. You don't need that anymore when you transform it to garage and I think you are not allowed to have kitchen+toilet in the garage, so you maybe need to take it out again.

So I bought this up with the Uppsala commune. I proposed to them that I would get a permit for the small house. Then get a permit to build the large house and "downgrade" the small house to become an attefallhus.
After two days not even their senior management could answer the question, so they have sent it to their top lawyers. We'll see what they say.
If they say that they will not let me "downgrade" the small house. Then I will just have to apply for a teardown permit before building the main house. I am pretty certain that they cannot stop me from doing it that way. Do you agree?

They shouldnt have to think about it if you follow the plan for the area at all times!
