Call a vocational school in sheet metalwork and ask one of the teachers to come out and inspect the job, then dispute the job. With that inspection, you can calmly go to court and you don't need a lawyer for small claims, just tell them what happened and use the teacher as a witness.
Don't you know how long it took to set up 18 m gutter? Were you drunk since you assume it took 1-3 days.J JonasElander said:

This doesn't feel good, unfortunately, your relative is probably conned by a bunch of amateurs. My partner would have done the job better, and she's a chef.P PNF said:

I don't know if I'm totally off track here, but this feels completely wrong both in terms of price and quality?
I'm meeting with them tomorrow for further discussion… just wanted any input you might have to offer…
Have the asphalt supplies run out for the companies that drive around fixing asphalt on both lawns and who knows what when the homeowner is away? So these guys drive around fixing gutters and downpipes instead?

Unfortunately, bad jobs are not illegal. High prices are not illegal either.
These issues are civil matters, not for the police.
Have there been any threats? Then you can report the threat. But if you don't know the person's name or where they live, it can be difficult for the police.

They have probably long had several different strings to their bow - roofing and stone paving and such, but asphalt paving is and will remain what they are known for.B Bridan said:
