House built towards the end of the 40s. I was rummaging around in the attic and noticed that there was thin paper with tar/bitumen in between (see image) under the insulation.

Is this something equivalent to a vapor barrier/vapor retardant or what is its function and does it work?

Yes, and partly to keep the sawdust from seeping down..
