Circular metal disc with a central cross-shaped indentation placed next to a ruler for size reference.

I'm not entirely sure, but they look like brackets used to screw down felt roofs; however, they are never visible when the roof is finished as they are under the seams.
 
Have seen something similar on najad insulation around pipes.

Ahh flat roof might be its origin, I will investigate further on that, thank you.

If you had been clearer about what you intended to use it for, you might have avoided my comment and received some tips on alternative pieces for your intended use.

To attach insulation (cell plastic boards) to the ceiling, my brother-in-law got a tip that it would save work to have something to attach the insulation to when they cast the floor slab, so they took what they had and cut a bunch of threaded rods that they drove in from underneath into the semi-hardened concrete. Now they press the shoes onto the threaded rods and fix them with the completely ideal washer for the purpose, what it was originally used for no one remembers, my father had a box of them left over from the old days. The ceiling is 200 square meters, and many boards are left to be placed, so I'm helping them find a suitable replacement for the washer, and I think I've found it on the link mlkjhr recommended, thanks for that.

I recognize the tiles from my factory days, was involved in fitting out containers for oil drilling platforms, etc. Indeed, they were used to attach roof insulation boards to corrugated "nails" that were welded to the ceiling (although the container was turned over during that process). Unfortunately, it wasn't foam plastic but dusty rock wool boards, making for a really messy job. So you've found the right one!
