The previous owners of the house ran electricity through the ceiling, through the plastic, and up to the attic. The electricity is now removed, and the holes remain.

Thus, I have two holes of 20mm right next to each other. What is the best way to repair this? Should I go up to the attic, clear away all the insulation and tape the plastic, or can I just put a patch for gypsum and spackle over it?

I also wondered if I could push up foam, but I read that it attracts moisture, and a looming risk might be that the foam expands and deforms the ceiling panel.

The ceiling panels are masonite/paper (aka hollow)/masonite, I don't know if they have any special designation. But it is not gypsum anyway.
 
Buy construction tape, SP approved, then it will be great Green SP-approved sealing tape, 50mm x 25m, priced at 139 kr per roll.
