We have a pump house 2/3 underground directly connected to the house with access from the basement. The walls are concrete blocks with a few centimeters of insulation inside the wood paneling of unknown material. No ventilation at all.

The pump house/room is constantly humid, if not outright wet, and the wood paneling ranges from semi-rotten to fully rotten.

My thoughts are:
1) to make two ventilation holes to allow some air circulation. Should the holes be opposite each other at the same height, or would it be more effective to place one a bit lower than the other? (There is a possibility since the ground slopes outside, and on one side a larger part of the wall is above ground)

2) anything to consider regarding material choice when replacing the wood paneling?

3) anything else I should consider/tips?

I had avoided ventilation, it tends to be cold in pump houses and then air condenses, especially in summer. Can't you insulate the inside with foam and put up a water-resistant board in the places where you want to hang things? I have a pump house (above ground) and this is dry, but if you open the door, the air from outside condenses directly on hoses, etc. My other one, which is in the basement, has ventilation and here it is significantly wetter.
 
Thank you, I hadn't thought about that at all, that the humidity might actually increase. Another thing I thought about is that in winter it might get too cold and freeze with the ventilation.

But what is the solution, do you just have to put up with it being so humid in the pump house? The reason I want it dry is mainly that one of the pump house's four walls is the house/basement's outer wall.
 
Try to create some form of blind wall (with an air gap against the house's facade) against the house so that the moisture stays in the pump house.
