I have started a renovation in the basement, the question is should one remove everything to the outer concrete wall? Part of the wall is covered with some board probably from the 60s when the house was built.

It is a träullitskiva and was used as insulation. I see no reason to remove it unless there is something specific you want to achieve by removing it. A lot of work for little gain.

Need to add that there are traces of moisture in the plaster

I also need to add that it's going to be a room to live in, a bedroom, so it's going to be completely renovated.
 
If it is to be a living room, which is not ideal in a basement, it is a different matter. In that case, I would start with the outside and check that the drainage is okay. The insulation should be on the outside and not on the inside as it is now, so you should arrange for external insulation. But the träullitskivan itself does not need to be removed.

It was drained externally about 7-8 years ago.
 
Ok, good! Then the moisture-affected plaster should be old if the drainage is done correctly.
