Due to a misunderstanding when the vapor barrier in my wet rooms was supposed to be perforated, the rest of the house went along for the ride. So the vapor barriers of the rest of my exterior walls are punctured with a spiked mat... 
How should this be addressed in the smartest way?
- Pull out all 45x45 studs and put on new plastic?
- Staple or tape new plastic between the studs?
What are the pros and cons and potential consequences?

To me, it sounds like the craftsman who misunderstood should be the one to tear it down (under supervision so he doesn't take the opportunity to tear down the rest of the wall as well), but let someone else put up new foil.

Well, it was my dad (absent-minded...) whom I asked over the weekend to perforate the walls in the bathrooms. I can't say if I was clear or unclear in my description of why only the vapor barrier in the bathrooms should be perforated...
Anyway, now it is what it is
I want to check if you can lay new plastic over the perforated one, or could there be a risk of condensation between the new plastic and the perforated one?

I believe and think, for your own sake, that you should tear down and start over. It can save some sleepless nights. I would have redone it no matter how bitter it is, so you don't have to sweat unnecessarily.
If there are a lot of small holes, but otherwise intact, you can certainly tape over all the holes without major problems (even if it's a fiddly job..)
Otherwise, the best thing is probably to remove the 45mm-reglar and reset the plastic...
