When I moved into my apartment 17 years ago, there were both cracks and flakes in the bedroom ceiling. I filled and painted with oil-based paint. In recent years, the cracks and flakes have reappeared, and it looks quite bad.

I have tried removing paint from parts of the ceiling. Under the oil-based paint, there seems to be glue paint, and under that, maybe something else that can be washed away with water.

What I thought was concrete turned out to be something soft and sandy (plaster?), so when I tried to scrape paint, it left pits. A narrow screwdriver (think nail) could be pushed in a few cm fairly easily with hand force.

The house is from 1930. Could it be kläsong / reverted ceiling? What should be done about it then? The options I am considering now are:
- scrape very carefully, wash off what can be removed, sand fill, and paint with oil paint again. Then I'll probably have to redo it again in ten years.
- do something more radical. But what? Maybe put up some kind of boards?

If it becomes the more radical solution, I'd probably want to hire a craftsman, but I'd like to have an idea of what should ideally be done first. For example, should the plaster, or whatever it is, be removed first?
