No, they don't need to be dried (if it is construction timber from the hardware store). It is normally not a problem if they shrink a little while drying.

Wood that dries shrinks primarily in the radial direction. Not so much in length. Floorboards must be completely dry, otherwise visible gaps will form. If the studs are not extremely fresh, they do not need to be dried.
