Hi!

We have a hatch down to the basement where it's high time to replace both the hatch and the frame. But how do you attach the frame against the stairs leading to the front door? See picture below.

The frame is snug against the stone stairs, so naturally, it gets a lot of rainwater on it, and I assume it can never dry properly.

Does anyone have a good solution, or is it just a matter of replacing it at regular intervals?

The second image is perhaps the current beam that is against the stairs? Consider installing a new frame beam of good quality (with tight growth rings, good if it smells of resin) with a tar paper between the beam and concrete and on the top. It lasts 20-30 years and then maybe someone else will take care of it.
