I removed the remnants of two steel pipes for oil filling in the boiler room, and in the process, all the old concrete/cement(?) around the pipes crumbled, so now I have a rectangular hole about 30x15 cm and maybe 30 cm deep.
What is the best way to fill it? Should I fill it completely with concrete at once, or do it in several layers and let it dry in between? Should the concrete be reinforced with, for example, a steel mesh?

I have removed the oil tank and the incoming pipes; there was ventilation in the facade below in the same hole as the oil pipes. Should I install a new vent and put concrete around it? I think it's good to have continued ventilation as I plan to make a tool room/workshop. The room, 4x4m, where the boiler was has some cracks in the concrete; I was thinking of using Husrep and then painting with Silicate paint from Nordsjö. Is that the right way?
