I will start setting up bearers in my deck project at different levels from 1.5m down to 0.5m. The plan was to screw-glue two 45x95 beams and cut one shorter to place the bearer on and attach it to the other. But only NTR AB 45x95 is available unless specially ordered. As I understand, you should use NTR A for the deck frame. Will it be a problem to use NTR AB as posts, and should I special order or use regular 95x95 and notch it out? How have others done this who used 45x95 as posts?

Have done exactly that, plinth foundation, with a piece of sill paper between wood and plinth.
If you are going to place the posts on something like slabs, place the post on a horizontal beam to protect the end grain.

Pier foundation here too. But have you used 2 pieces of 45x95 as a post? It's much more convenient than notching out a 95 post. But it seems that only ntr ab 45x95 is available.

I have done it the same way you are considering; NTR AB is no problem since it's above ground.
More important is that the beam is C24 graded to handle the construction.
