I would like some tips on the easiest way to cut out a piece from the cladding. I'm installing some vents and had a lot of trouble cutting away the pieces that were in the "way" of the lid after using the hole saw. I tried with a Japanese saw but kept tearing the nearest board (it's tight between the boards in the outer layer), also tried with a chisel but that didn't work so well, the best method was pretending my circular saw was a plunge saw but that felt less safe. I have three vents left that need to go up tomorrow and was hoping to get some advice.

How big of a hole should you make? There are large (cheap) hole saws.
 
Fein mastercut/supercut! Super expensive but very good!
 
You misunderstand, I have drilled the hole with a hole saw, but the hole is round, but the vent cover is square and a bit larger, so I need to cut the siding board above and below the hole to be able to fit the vent cover against the inner layer of the siding, do you follow?
I know the Fein machine would work, but too expensive.

Aha, now I get it. Maybe a dremel with the large cutting wheels.

Or the circular saw after all. Can't you set the cutting depth on yours? On mine, it's possible and I've done something similar by setting the cutting depth about 1 mm less than the plank. The tip, however, is to set some kind of stop so that you don't accidentally cut too far.
 
Yes, I can set the cutting depth, but the problem is that the adjacent board is just a few centimeters away, so I have to plunge the saw straight down from above, which makes it a bit scary. Additionally, I'm half-lying on a steeply inclined ladder, making it difficult to guide the blade along the line.
