I live in a housing cooperative and since moving in, there has been a hole/cracks in the road. See the image below.

1. Do you think the housing association should be responsible for this, or should I?

2. If I should be responsible for it, how would you fix it?

It is obviously you who should handle it, and I would have filled it with joint compound after removing screws and anything loose. The damage occurred when someone removed the baseboard.
 
Yes, place a piece of pre-painted molding there, and the damage is barely noticeable. Inside your apartment, you are responsible for practically everything.

That's not correct, what you are responsible for is basically just the surface layers and of course not causing damage.
