Nja, detta handlar nog mer om den amerikanska lagstiftningen och deras vana att bötfälla eller stämma alla till höger och vänster snarare än om den ursprungliga kvaliten på dammsugarna.

Min uppfattning utan att ha grottat ner mig alltför mycket är att om du som hantverkare utför visst arbete som faller inom ramarna för dessa regler så måste du använda godkänd utrustning. (Det verkar handla om hantering av blyhaltigt avfall, t.ex. vid slipning av blyhaltig färg som tydligen användes innan 1978. - http://www.epa.gov/lead/pubs/renovation.htm) Om inte, så bryter du mot reglerna och kan följaktligen bli stämd eller bötfälld. Detta oavsett om du har orsakat någon skada eller inte.
