I have an older house where I removed the floor to replace the sawdust insulation, but am now considering how to make the floor as stable as possible.

Previously, a 2” stud was nailed to the joists and then 34 mm tongue and groove wood flooring, but since the joists have different spacing, I thought:

1) Cut in 145 mm insulation in the old joists
2) Lay and level 70x45 mm with cc60 perpendicular to the old joists
3) Insulate with 70 mm insulation
4) Screw and glue 22 particle board flooring

So 2” stud plus 34 mm tongue and groove wood flooring is replaced by 70 mm stud (perpendicular) plus 22 mm particle board flooring. Will this be equally stable?
 
I have searched the forum, but only find how to reinforce the floor joists with the existing height.

My opportunity is that I can raise the floor by 70 mm and I'm considering killing three birds with one stone, namely:
1) A chance to make the floor completely level
2) Achieve CC60 on the joists, on which I will glue and screw the floor chipboard
3) Reinforce the floor so it feels stiffer

Hence my earlier question about placing 45x70 mm perpendicular to the existing joists.
