I am going to build a plank that will be between 170-200 cm high.
I plan to dig 70-plinths into which I will then pour concrete.
But is 2 m between them enough or should they be closer together?

Find out the dimensions of your timber, they are usually, for example, 360 cm. Then cut in half and calculate how far you should have between your plinths. No need to waste!

I would think that over 180 cm could be problematic, but it depends on what timber you choose and how the fence is to be designed.

You do have a building permit, right?? :P It might be needed in some cases with that height.

It is a closed courtyard and my neighbor and I are going to put up the fence together on the property line. Do we really have to apply for a building permit then as well?

Yes. The building permit is required no matter where you place it (possibly with the exception of non-urban planned areas, but the municipality knows that).
