Consider winter measures, hot water but not too hot water when mixing the mortar, and if there's night frost, cover all the masonry with tarps, including the blocks you are going to use..
The idea was thick stucco similar to the main building.

Yes, it works well, then you can smooth the plinth and apply rendering to the facade..
 
I built with Finja's insulated block base, unfortunately, they seem to have been discontinued. They were a cost-effective option between the Exakt system and uninsulated lecablocks. Can't find a similar variant so I would probably choose to either spend the money on Exakt or equivalent from another manufacturer (seems to have the same price range roughly) or go with uninsulated leca without any additional insulation. It seems that uninsulated blocks at 250mm+ are quite okay in a garage that is heated occasionally.
