It completely depends on what you mean by "köldbryggor". There will always be köldbryggor when building. They can be larger or smaller, more or fewer, but it cannot be completely avoided.

The keyword here is indeed noticeable. If TS goes around with their new fancy thermal camera and finds things that aren't visible/noticeable, it's quite a stretch. As both you and others have pointed out, the construction year is highly relevant, but I think that slightly sunken insulation is unlikely to contribute much, even if by some chance it would be classified as a hidden defect.

I think TS has the wrong attitude towards the whole thing, unless the question is solely of an academic nature.

Most thermal bridges I've felt with my hand and addressed issues like the absence of a draft excluder, P-profile in doors and windows, and certain corners with a slightly elevated moisture level but nothing remarkable.
 
It doesn't sound like thermal bridges.
 
Sounds more like gaps causing drafts.

Can't you spend your time on something more sensible than finding out when someone else is obligated to spend money on the house you own?

It was the seller who referred me to their hidden defects insurance because there is mold in a place they were not aware of.
