Yes, that's often the case. Broken screw.
They missed making the "slot" in the slotted screw. Sometimes these brass screws are quite weak, so the head gets easily damaged. They seem to be more for thin moldings (for decoration nowadays), it seems. If you need sturdy stainless screws, it's real bronze, or A4 stainless steel. Then there are more expensive screws in brass for decorative purposes (like domed ones), or chrome-plated for plumbing.

Edit: I see now that it appears to be able to be screwed in both directions. Otherwise, they are usually beveled on one side of the elevation.
