When I dug away the gravel, I reached the polystyrene insulation. I want to leave that in place, of course, but what do you put on top of it if I want a step that builds minimally in height on it?
It's the area between the yellow line and the slab that is in question.
Casting might be an option. But just adding a few wheelbarrows of gravel so you don't have to bother seems like a reasonable solution. There's hardly any height difference to speak of, right? (Under 20cm from cellplast to the upper step of the stairs).

The challenge is that the area outside the yellow line should be 10-15cm lower than what you see in the picture, which makes the gravel solution tricky. Casting is a way to go but a bit more cumbersome as you point out.
