We have a sort of cellar with a dirt floor under a room in the house... It has been closed off since the early 80s. When we completely renovated the floor, we made sure to create inspection holes in the wall. (On the other side of the hole is a concrete floor with only 160cm ceiling height. Furthermore, the water heater is located there...). There were no moisture problems... I guess the wall ends about 25 cm below the soil layer. OH!! There is plastic there!! Pictures were taken without the plastic. The LAST thing I want to do is radon-proof... But I'm speculating whether I should pour concrete (After all, we use the space for storage...)

Suggestions?

I think it's foolish to change something that already works satisfactorily, do nothing or as little as possible if it works as it is now.

Do you also have issues with radon on the living floor? 220 isn't extremely high, and with decent ventilation, the levels should be well below the limit where you spend time?
 
Why do you think it would be good (or necessary) to pour concrete if you are not going to excavate, drain, insulate, make it radon-safe, and ensure full ceiling height and proper accessibility so the space can be used for something more valuable?
 
It looks like an excellent root cellar. Perfect for storing root vegetables and more. Good to have when the Russian comes😁.

Actually found one when we opened the section that had been closed for 43 years...
