The curtains are mounted on the ceiling. Now one of the brackets has come loose as the ceiling is so porous. Tried drilling a new hole, but it's so sensitive that the hole just gets larger as soon as you try to put in a plug. I now want to fill in the holes to then drill a new hole, how do I do it/What should I use?
Vacuum the hole clean, then apply adhesive, and then insert a plug before the adhesive dries.
Remove the excess adhesive that is pressed out, let it dry, then screw it in place!
If it is real concrete in the ceiling, you must use a hammer drill or (preferably) a rotary hammer. Otherwise, the only thing that usually happens is that the drill wears out without making a hole.

Drilling a hole isn't a problem; the first hole is almost 5 cm deep. The problem is that the ceiling is so porous that nothing stays in place, and the hole just gets wider and wider when you pull on the plug. So, it’s not a hard concrete ceiling. Maybe lättbetong?
