Recently bought a townhouse built in '75. On the upper floor, the ceiling gives way if you press on it and feels textile-like. What is that? Why was it built like that?
 
Google "spänntak" and "barracuda". Just tear down and plaster instead.

Or keep it if there is nothing wrong with it. It can be repainted.

No, it's not exactly a sought-after feature. Now, neither of us can say for sure if it's "Barracuda" or a more sensible woven roof based on your information, but the construction year strongly suggests the former. Search here in the forum. There's a lot of good reading.

Doesn't the inspection report state what kind of roof it is?

If it's a fabric-stretched ceiling, it's only secured around the walls. It can look a bit strange when it rises and falls as you open a window. If it's a Baracuda plastic ceiling, it's the same, which was popular a number of years ago. However, if you're unlucky and there's an open flame, the whole ceiling can fall down like a fireball and ignite everything. Fabric ceilings can be advantageously repainted, all the electrical wiring is above.
