As the title suggests, we have a rather coarse "plaster" on the interior walls in our new house that we plan to smooth and repaint before moving in. It is rolled on and feels like some sand/paint/plaster. I would say it's too coarse to skim coat. Apparently quite common in the 70s/80s, I've heard. It likely has regular drywall behind it.

Does anyone know what it is and how to remove it?

(Unfortunately, I don't have better pictures at the moment as we haven't gotten access to the house yet)

Tear down the gypsum boards and install new ones. This is said to be the most time-efficient way. You'll also get good new surfaces that you can then paint and achieve a good result.

looks like "Artex," a thick paint or material that could be rolled, unfortunately, some contained a lot of asbestos.
 
Oh, how ugly! And I learned something new about the 70s. Renoveringsgips? Cover it up!

Considering a proper wall sander but "Gör det själv" link provides a few more tips.
 
If you are considering sanding, send in a sample so you know it does not contain asbestos.
If it contains asbestos, sanding is not suitable as sanding is the absolute worst possible method to work with asbestos-containing materials.
