They do no harm where they are sitting. Many have glue and paper under indoor floor mats that contain asbestos, which is often built in by laying a new floor over it. It's the same thing...

The material is hard; you can't break it with your fingers at a bad angle anyway.

5mm and hard sounds like asbestos cement or some cousin to it.
