What can be done with this trellis next to the stairs, tips needed ..

I have an older house from the 60s...
In the staircase to the basement recreation room, it looks like this, some torn fabric that someone has nailed a lattice/frame over.
No idea how it originally looked, and what the square frame is for?
Anyone have a good idea about what to do here, should I remove the frame/lattice and put drywall over it?
Or should I put the drywall over the frame, but then you block some of the light from the staircase to the recreation room a bit.
Tips and ideas are gratefully received, as I don't really know how to make it look nice.

I would probably unscrew the bars, remove the fabric, and then put the bars back up. They are not meant to function as supports, but simply as a light-transmitting protective framework.
Possibly the bars and maybe also the staircase side need to be sanded down if the fabric has been glued on, you can do that while the bars are down.
You could even take the opportunity to paint the entire staircase and bars, for example white or pearl gray if you want to make it lighter and freshen it up. Or maybe the staircase is in good condition and fine as it is, it's hard for me to judge from the picture.
The square frame was odd, maybe it once served as a window in a playhouse under the staircase? Just a guess, maybe someone else knows or has better suggestions.
I also see that there’s an odd cable running to the "window" - what is that? If it's live, it must be moved before you tackle the bars and fabric.

Feel free to do whatever you want with it. Tear the crap if you want. Scrape off the väv (but it usually sticks hard hard hard...) and paint or wallpaper or something. Or put a sheet of renovation plasterboard on the väv, spackle and paint.
However, I wouldn't plaster in the railing, as it, as you say, would make it darker and more confined, but that's just my personal taste. If you're going to do it, plaster on the side that faces the stairs as well.
Then, as mentioned, you need to check that cable. But otherwise, just take it down or renovate it as you wish.
