If I am going to make a construction where there should be a beam of 45*45 but as an amateur, I take a 45*70 to be on the safe side.
In the middle of the beam, for some reason, a piece needs to be notched out, in this case, 25mm with a length of let's say 100mm.
On these 100mm, the beam is then 45*45, do I then have the same load-bearing capacity there as I would have had if I put in a 45*45?

It can matter how you make that notch. If you do it in a stupid way, creating a fracture point, you have weakened the stud.
But what do you mean by "load-bearing capacity"? In what way is the stud loaded? In house constructions, studs are never loaded anywhere near their breaking load.
