Hello
We are going to furnish our garden shed at the cottage, which today is just a finished outer shell.
The walls will be insulated with 95mm insulation, the roof with 170mm, and the floor I'm unsure how much it can be, but probably around 170mm as well.
We will have a heater in there but it won't be heated year-round, only when we are there, and in the summer it probably won't need to be heated, so it might be a bit sporadic in the fall and spring.
Should we have a vapor barrier or should we skip it?

It neither adds nor detracts with those conditions, but if it's there, then it is. The more you live there and the more people are there, the more it is needed, and before you know it, someone might live there permanently.
