We have an extension with a heated basement that we are finishing. Now I wonder what to do with the vapor barrier at the bottom,

The construction looks like the following

wall
joist
Beam consisting of two horizontal 45x220 studs
Basement wall
My question is:

How far down should/do I need to place the vapor barrier?
 
Vapor barrier is only used when you have an insulated wooden structure. Try to describe the execution and the problem a bit more clearly.

It is an insulated wooden structure.
Panel, wind paper, insulation, vapor barrier, etc.

What I'm wondering about is how to deal with the vapor barrier at the bottom or just before the transition between the basement wall and the wooden structure. How far down does it need to go?
Should it cover the entire sill/beam, or is it enough for the vapor barrier to cover as far as the insulation goes?

Yes. Exactly how to do it depends on the detailed design of the meeting point between the outer wall, floor structure, and basement wall and in what order the parts are constructed.
