It turned out that the construction drawings had not been followed, and some load-bearing structures in the form of splice plates, studs, and beam hangers were missed. The whole framework has now been reinforced and supplemented; our engineer stated that the existing structure did not have the load capacity for any filler. It is so disappointing that the construction company does not take any responsibility for delivering at least a reasonably safe and good product, but only acts when they are proven to have done something "wrong."
 
I would say that this is very common when using kassetter. These are placed on the walls and/or beams, it all depends on how good the slab is and how the walls stand, small deviations become large further up.

The only thing I find strange is that they lay the floor without fixing the problem first.

We usually use sand to take up small deviations, sand has the advantage that it can be spread down to basically 0 mm. Self-leveling compound shouldn't really be applied under 15 mm and additionally, it should be reinforced on wooden joists.
 
It's good that you didn't give up and let the bunglers use leveling compound to avoid fixing their mistakes.
