There is gunk between the bathroom walls and floor tiles that is difficult to clean and is also starting to come off.

I am wondering if there is a way to replace this "gunk" and if the fact that there is a gap there could be damaging to the bathroom?

The paste is silicone. Usually applied in the joint between the floor and the wall. Buy new bathroom silicone and a gun so you can apply a new layer after removing the old one.
There should be a moisture barrier behind the tiles, so there should be no risk of moisture.
Be careful when removing the old one so you don't damage the moisture barrier.
