Support rule in the foundation?

Hello. I'm going to screw in a 10-meter long support beam into the foundation. Hard damn concrete. How do I do it?

Lag screw, concrete plug, distance, type of drill and machine, etc.?

Rotary hammer, preferably rented at the nearest equipment depot so you get a good one. They should also be able to help with the right drill steel.
Expansion bolt ensures that the rule stays in place.

The simplest way is to place/hold the support beam in position and drill through both the beam and concrete at the same time. Tap down the bolt and fasten it. Then do the same at the other end. After that, just "pepper" in the middle.
