A concrete staircase. Start with a pressure washer and some patience. It won't turn into marble, but it will be clean. The same goes for the tiles.
Then you might consider painting with different types of paint; the paint store can recommend suitable types. Or you let it stay natural and wash it every three years.
Covering the staircase with something is likely to only create future problems.
A freshly painted basement door also makes a big difference.

I'll start by washing it 
Check and clear the drain down there first. If it's the same as in my previous, old house, that drain was really bad. I washed the stairs in stages so that the drain gradually took the water.
I also recommend washing only occasionally. Stairs like these tend to get muggy as sunlight doesn't reach down the stairs.
