If you think the tiler has been less aesthetic with the soft joints, can you tidy up the edges yourself with a sharp knife?

You'll probably need to cut away the joint and apply a new one. I find it hard to imagine that the cut surfaces will look nice when cutting. If one can accept a wider joint, it should be possible to just apply more on top.
 
If I'm not mistaken, it's not possible to apply new grout on top. It won't adhere. However, I haven't tried it myself, just heard from tile guys.

You only have one chance to get the joint neat when you smooth it with a moistened finger (water + detergent). You can't apply more before the joint has dried, but if the joint is dry and clean (wash with alcohol), new joint compound will adhere on top.
