Can you fill corners between a drywall and a plastered brick wall (with fiber or paper tape)?
On the drywall ceiling, I used Beckers medium filler, can I use the same in this corner?
Or is there another way to fix it?

Yes, it works well for both questions. Always use paper except in wet rooms. You can always seal instead (not with latex), but there is a greater risk of it cracking.

How humid? Generally yes, as long as it's not wet rooms.

As long as the plaster can handle that climate, the strip will too. Generally, however, silicate paint is usually recommended for basement exterior walls.

Will paint with silicate paint but first need to fix the small gap between the plasterboard and plaster.
