The contractor has done this to the ceiling. There is a cold attic space above. Shouldn't there be a vapor barrier on the warm side of the insulation? They just threw Huntonit boards there.

My water pipes on the cold water froze twice in December and the picture probably speaks its own language as to why it happened. No insulation on the pipes, they had just put a polystyrene board on top.

How old is the house?
It looks like there is a stairwell next to it and in that case an internal gable wall facing the cold attic, is this wall properly insulated and has a vapor barrier?
Do the remaining parts of the house have a vapor barrier?
