Seal settlement between floor and wall

We have a settlement as a measure and now I want to seal it as cold air is coming in. What should I use? The previous owner sprayed in some kind of soft foam. The gaps are about 2-3cm.

If you are going to lay new flooring, cut away some of the old flooring against the wall and first check what it looks like underneath.

We are not going to redo the floor right now, which is why I want to seal the baseboard.

It is an outer concrete wall behind the skirting board/wooden floor. There are no through holes, just drafts. Planning to insulate it with foam now during winter, then have someone come and investigate in the summer.
