A house built around 1985 with parts of the basement and the entire garage located underground.
Previously not properly built with insufficient sealing from the outside, which we are now trying to correct.
How would you proceed with moisture-proofing according to all requirements and regulations?

My idea is as follows.
See pictures of the garage where we have now dug up to the concrete.
The plan is to moisture-proof and then build a deck on top instead of the current soil and gravel.

I would like to have a bit of a "vaulted ceiling" so that any moisture can still run out to the sides.
There is outdoor use filler, but it is apparently quite expensive.
Build up a slight slope with concrete?
Then a suitable rubber mat folded over the edge, over the plastic mat attached to the wall after recent drainage?

Then for insulation, are there any reinforced building elements that both insulate and withstand building a deck with a frame on top?
