It's very rare that you get the joint on a floor joist, pretty much never.

Since the joints do not need to lie on the joists, I would screw only into one board if you plan to place the joints on the joists. Usually, you lay them across the floor structure and let the joints land where they may. Just make sure that the joints are properly staggered and that you don't use really short pieces. Each piece should have 2 joists underneath. (in my opinion)
