Actually, you should probably tear out and lay new, or raise the part that has settled, but if you just want to make it easy for yourself...

Can you lay reinforcing mesh and mortar at the bottom of the fountain? Does self-leveling compound work? Preferably, I don't want to build up too high at the bottom. Another mortar for the cracks?
 
  • Empty, cracked stone fountain in a garden, surrounded by overgrown grass and plants, with a concrete item nearby.
Levelling compound cannot withstand that moisture.
 
A pond liner maybe? Otherwise, it might be difficult to make it completely watertight just with cement-based products.
