Wondering if it's an old attack of dry rot that has been partially remediated and addressed? There are old boards with fungal mycelium on them and then new timber right next to it.

Yes, they have been there before and tried to patch it up a bit before. What do you mean by submerged somewhere in the construction? Nothing feels damp today so it should be an old damage that hasn't been addressed 100 percent.
That which is decayed should be removed, especially important if it involves load-bearing parts. I would not want compromised timber in my house. The old fungus infestation was probably due to the pipes in the wall leaking, they look partially replaced.
I will remove as much as possible. I read something about treating with Bora-something. What do you think about it?
