Hi, I have a porch that hasn't been covered with sheet metal for a couple of years, and now the first roofing felt is leaking, so the wooden decking is a bit 'black'. I was considering tearing off the roofing felt, but the 'start' of the sheet metal roof (seamed) is already in place, so if I remove the existing felt, I have to cut it off + overlap... So I thought, hmm... can't I just double up instead of worrying about a seam that might be difficult to get right.

If the wood underneath has become damaged, you must tear it off and let it dry. Otherwise, you can just build layer upon layer with roofing felt over time if you wish, I think.
hmm, isn't it enough for it to be ventilated underneath? The weather isn't exactly great, hard to get anything to dry when it rains 3-4 times a week 
The wood isn't directly damaged, it's normally hard when you press with a screwdriver/knife. However, it's discolored.

As long as it doesn't smell like mold, it should be okay as you describe.
