I had planned to dedicate my vacation weeks to balcony renovation. From our balconies, some concrete has fallen off and some of the reinforcement is exposed. Previous owners have painted the undersides of the balconies including the visible reinforcing bars. I think it's been painted twice, at least the outer layer is painted with a paint that can be dissolved with T-red. My idea was to try to remove all paint, rust-proof the reinforcing bars and then "mortar" a new surface and paint over with suitable paint.
On Webers' website, I found a brochure about balcony renovation which gave me some guidance. Some questions naturally arise. Removing the paint has proved not to be so easy, especially over the reinforcing bars where the surface is a bit rough. Does anyone have any tips on method? I understand that blasting might be best but it is not so easy/cheap to achieve, I assume. Any other methods or is it necessary at all? When I read the Weber brochure, it seems that the reinforcing bars and concrete must be completely clean before using 'betoheft.'

@Micro That was my thought too. Unfortunately, it worked very poorly in practice, which is why I have almost given up that idea.
@Stefan N Interesting. But rebar is always a bit rusty on the surface. I haven't experienced the rebar as completely rusted through. In some descriptions, you're supposed to use rust protection paint. Is it not worth it? Regarding the sealing, I find it a bit difficult to assess. On the top side, there is some kind of thin "plaster" that is not intact at all. On the underside, it's concrete and paint as mentioned above. What should be used for sealing?
