A little unsure if this is the right forum, but I'm taking a chance!
I have a completely "bare" room with concrete floors, concrete walls, and a concrete ceiling that I plan to convert into a bedroom. I'm thinking of using drywall and OSB for the walls, pine floors (which I will treat myself) with underfloor heating (haven't decided between electric or water yet), and possibly a ceiling (maybe I'll keep the rough concrete ceiling).
What I'm wondering about is the best order to do this in—I’ve heard that "top-down," i.e., ceiling first, then walls, and finally floors, is a good practice but I’d like to hear if anyone has experience with something different
Relevant is also that I plan to install a bathtub in the bedroom (drainage and water are available, but pipes need to be installed!)

The order you describe sounds good to me. 
By painting the ceiling first, you avoid getting paint on new walls and floors. When you work on the walls, you don't have to worry about the floor, just the ceiling, and so on.
