See pictures, the previous owner did not complete the balcony railing. I'm handy but still a bit pondering on how to best and safely start the construction with a balcony railing/fence.

Two cross "carrying lines" that are attached at the ends how?

Then just to cover the carrying lines with vertical fence boards I suppose?

Would also like tips on what type of panel "should" be purchased to cover the inside of the balcony with. Cheap and functional are the key words :)

That's not a balcony floor you have, but a standing seam metal roof...

If, for example, you have a snow load on the top roof, there's a risk that the post in the middle will punch right through the sheet metal. Shorten the post a bit and place a board underneath to distribute the load over a larger area.

Then you should build some sort of decking to be able to walk there. Keep in mind that water/snow that comes onto the balcony should be able to run off the front edge.

What kind of balusters you should have on the railing is just a matter of personal preference, the kind of feeling you want to create.

If you want to keep the old feeling inside the balcony, you can go with simple battens 25*45 on top of the current panel. If you want a slightly more "romantic" feel, perhaps you should consider beadboard?
 
Absolutely correct, I also need a decking. I'm so focused on the construction of the railing that I forgot to ask about the decking as well. A certain slope on the decking floor then, in other words. Is it enough if I screw small wedges under the framework closest to the facade so that it slopes downward?

Interesting point about the post and weight from snow... I will definitely look into that further, thank you!
