I will be mounting a prefabricated wrought iron balcony on my plastered brick house.
The new structure will replace the original with concrete and railway rails.

What is the easiest way to cut the rails? Reciprocating saw? Angle grinder? I would like to go a bit into the wall so that there won't be rust stains in the future.

How do I best repair the brick/concrete surface so that asphalt paper and metal can be installed before the fastenings are bolted in place?

Old rusted railway rails protruding from a white plastered brick wall, prepared for removal. Scaffolding boards are visible below the structure.
 
Large grinder, i.e., one with a 230mm cutting disc, that you cut with at an angle towards the wall on both sides of the rail so you get a V that goes in towards the facade, then you can cut more from the inside of the V and out to remove as much as possible.

Then you apply POR15 or CRC zinc (brush variant) on the steel in several layers, and then it's done.
