Absolutely not. With both heat and alkaline detergents, it won't hold. I would guess that the only thing that would hold is to melt the plastic together with an old soldering iron or similar. You can also add plastic to the damage if you have access to the same/similar plastic material. However, heat carefully so that you don't burn the plastic.
I don't know, but I guess that plastic in a dishwasher is of the "greasy" hard-to-glue type, unfortunately. It's possible that there are special glues that can handle it, but then you should probably try to figure out what type of plastic it is.

A long screw straight through both the plastic holder and the metal pipe inside it.
I wouldn't use glue in a dishwasher. My guess is that PL400 isn't particularly food-grade...

Is the basket articulated at the connection against the guide?
I would probably have tried with stainless screws and nuts. It might be possible to mount the basket permanently, as it's not often that you remove and move the baskets in the dishwasher.
There is a small contact area, with a type of plastic that is difficult to glue and under quite a high load. Not the best conditions.
